Used as an adverb it is emphatic of the state of being.

Mhh... An emphatic state of being. So (not literally) you mean something like :

"(...) Splinter Squid, but life is "SIMPLY/JUST" thus..."?

In which "simply/just" would mean that you "could not help it", attributing "cesty" the very feeling of the catchphrase "ces't la vie".

So, if that's correct, I could use it like this:

A: "Your cat is always on trouble!"
B: "Yeah, but my cat is cesty thus... it's amazing."

And if I was to use nespy...

A: "Oh! your cat's well behaved!"
B: "Ahahahah, it seems so? But my cat is nespy thus! It's troublesome, in fact."

How is it?

Yes, I made this word.

First, you don't need to use it with the word thus. If you do, you should probably use them as adverbs: cestily, or nespily. It is in this case that they became emphatic.

Second, they do not necessarily embody the phrase "c'est la vie". They merely embody the state of being. So, I could say, very simply, "This conversation is cesty." It's not a very interesting usage, but it is accurate.
